Terms of service

Demand is an early-stage procurement service operating a limited pilot in the Eastside Washington area. These terms describe what we do, what we charge, and what happens when something goes wrong. They are written to be read.

Who you are dealing with

Demand is a consumer-facing brand operated by PULSEOS LLC. In these terms, “Demand”, “we” and “us” mean PULSEOS LLC operating under that brand. PULSEOS LLC is the party responsible for the service, the messaging program and the payments described below.

What Demand does

You tell us what you intend to buy. We structure that request, combine it with comparable compatible buyers where doing so improves the economics, ask qualified providers to bid, compare the offers we receive, and recommend one. You choose whether to proceed.

Demand acts as your purchasing agent. We do not act on behalf of providers, and no provider can pay to be ranked higher in a recommendation.

We do not guarantee a market-wide comparison. Where we present a recommendation we state how many qualified offers it was compared against, and where that number is small we say so rather than implying we surveyed the market.

What Demand charges

Demand is free for consumers. The price shown on an offer is what you pay — there are no added consumer fees. Demand charges the provider a Network Fee on work that is actually completed through the platform.

Payments and cancellation

When you book, Demand charges the full all-in price and is the merchant of record for that transaction. We pay the provider separately. If the job does not happen, you receive a full refund. If the work is materially not what was described, contact us and we will resolve it, including a refund where appropriate.

Your information

Providers do not receive your name, address or phone number when they bid. Those details are released to a single provider at the moment you book with them, and that release is logged. Your maximum willingness to pay is never shared with any provider.

Messaging

Program name: Demand. Program operator: PULSEOS LLC, which is the sender of every message you receive from us.

By providing your number, you agree to receive texts from Demand, operated by PULSEOS LLC, about your requests, offers, bookings and related service updates. Message frequency varies. Message and data rates may apply. Reply STOP to opt out or HELP for help.

What you receive. Messages about requests you started: clarifying questions, updates while we gather offers, the recommendation itself, booking and payment confirmations, scheduling, and a follow-up after the work is done.

How often. Message frequency varies and depends on how many requests you have open and how quickly providers respond. There is no fixed number.

Cost. Demand does not charge for messages. Message and data rates may apply from your carrier.

STOP. Reply STOP to any message to opt out. We send one confirmation and then nothing further. Opting out means we cannot continue working on open requests, because the service is delivered by text. Reply START to opt back in.

HELP. Reply HELP for a description of the service and how to reach us. Support: reply to any Demand text.

Consent. Your consent is tied to the Demand service and the requests you make. We record when and where you gave it. Consent is not a condition of any purchase, and we do not sell or share your number with third parties for their own marketing.

Marketing is separate. Messages about categories or offers you did not ask for are a different program. They are off by default, opt-in only, and can be turned off independently on your profile without affecting messages about your requests.

Carriers may filter or fail to deliver messages, and we cannot guarantee delivery of any individual message.

Savings claims

Where we state a saving, it is measured against a reference price we recorded, and we label whether that reference was independently verified or based on a provider’s own stated regular price. We do not present unverified references as verified ones, and we do not claim a price is the best available in the market.

Limits of the pilot

This is an experiment. Coverage is limited to a small number of categories and postal codes, volumes are small, and features may change. We do not guarantee that comparable demand will form, that offers will be received, or that any particular price will be achieved.
